Rosario sits in northern Argentina. It is the largest city in the province of Santa Fe and has over a million souls.  Light rail is in the planning stages and 25% funded. Bern has donated 10 to 12 cars. The 6 km line had a planned opening of October 2003, with several extensions planned, including one to the airport. Alas, nothing has yet materialized.

A subway has also been proposed for Rosario, and it's proponents have a facebook page, available for your pleasaure and transit consumption.
