Easily mistaken for paradise, Natal sits on Brazil's Gold Coast and is home to 1 million humans. Despite the 2006 contract with Lisbon's Cetepla Tecnometal for the planning and building of a new 56 km metro, construction never began. Since then, the system degraded to a diesel light rail line and now a bus rapid transit network. Many doubt that anything will be built, in time for the 2014 world cup or afterwards.
