Further investigation reveals that no construction was begun, and there are currently no plans for completion of the Odessa metro. This page talks about the Odessa subway as well as a possible monorail project. There has also been talk of tram line number 7 being upgraded to light rail, but the city has run out of transportation money, having to borrow a large part of it's budget from Kiev to repair all it's roads. And, while there is no subway in Odessa, there is an extensive underground labyrinth. Trams in Odessa are reportedly free, perhaps one reason why the system isn't making any money.
